as well as Tennessee. These walkways
use rubber as a major component of the
construction material, which works out
to approximately one scrap tire for every
three square feet of installed material.
These walkways have been installed in
some of the Tennessee State Parks as pilot see Department of Environment and

Ground rubber can be used in rubber-
ized asphalt and for injection, molded
and extruded products. The Tennessee
Department of Transportation recently
completed three resurfacing pilot proj-
ects: US Highway 11E in Washington
County, Highway 27 in Rhea County
and Old Hickory Boulevard in Davidson
County. TDOT also recently established
a rubberized asphalt specification that
allows contractors to use rubberized
asphalt for resurfacing projects.
Injection, molded, and extruded
markets should develop as the demand
for recycled products increases in the
automobile production industry. With
Nissan, General Motors, and Volkswagen
located in the state, more automobile
parts that are molded and extruded will
be used with recycled tire rubber as a

component of the products.
The Tire Environmental Act Program
was developed to encourage and expand
new scrap tire markets in Tennessee. In
2015, the Tennessee Automotive As-
sociation partnered with the Tennes-
Conservation and the General Assembly
to enact Public Chapter 525 that estab-
lished the Tire Environmental Act. At
the time of the first retail sale in Tennes- resurfacing projects for TDOT resurfac-
see of a new motor vehicle that is to be
titled and registered in Tennessee, a flat
fee, based on the number of the vehicle’s
wheels is assessed. The purpose of the fee
is to fund projects creating or supporting
beneficial end uses for waste tires.
TDEC is designated by the Tire Envi-
ronmental Act as the lead state agency
to develop and manage a process for
implementation of the tire environ-
mental program for beneficial end use
of waste tires in Tennessee, including
fund recipient selection. Oversight of
Tire Environmental Act Program will
be managed through TDEC’s Office of
Sustainable Practices. Reports updating
program progress and metrics will be
made quarterly to TDEC’s Commissioner
and the Chairs of the House and Senate

Grant contracts have been awarded for
three projects using the Tire Environ-
mental Act funds. The projects include
an award for equipment to supply TDF
for the Lebanon gasification plant, an
award for conducting research and de-
velopment for rubberized asphalt at three
ing projects, and an award to Patriot
Recycling, Inc. for equipment and facility
upgrades.
The number of tires that were diverted
to beneficial end-markets in the 2016-
2017 fiscal year by Tire Environmental
Act Program is 131,062 tires or approxi-
mately 1,720 tons. The UT/TDOT rubber-
ized asphalt project has been completed
with the exception of final reporting and
the remaining two projects are currently
shredding and recycling scrap tires.
TDEC is always looking for new ideas
and forward thinkers to resolve the scrap
tire problems that plague every state.
To encourage forward thinkers in the
scrap tire industry in Tennessee, TDEC
sponsored the 7th Annual Scrap to Profit
Conference held in Nashville.
