TCAPWA Executive Bo Mills is Proud to Serve
Committee as APWA President Elect

tennessee.apwa.net “A favorite college professor I had for several classes
preached at his opening lecture the importance of being
PRESIDENT: Rodney Keeton involved in one’s professional association. He used words
Operations Manager, Stringfellow Chattanooga like ‘staying connected, lifelong learning, and networking.’ I
rodney@stringfellow.bz wasn’t sure what all of that meant at the time, but his words
(423) 544-3408 stuck,” said Bo Mills, Germantown Public Works Director.

PRESIDENT ELECT: Manny Belen Mills has had the privilege of working in public works
Deputy Director, Engineering, Memphis for 36 years – over 31 of those years have been with the
manny.belen@memphistn.gov City of Germantown. Actually, the Germantown Public
(901) 576-6933 Works Department is the only place Mills has worked in a
full-time capacity. He has had a great career being able to
VICE-PRESIDENT: Ryan McReynolds “learn the department from the ground up.” In the early
Assistant City Manager, Kingsport 90’s, Mills earned a Master’s in Public Administration from
mcreynolds@kingsporttn.gov the University of Memphis, which helped open the right
(423) 229-9470 doors. The City of Germantown allowed him to cultivate and
support his professional organization membership and participation. Mills considers this
SECRETARY: Sharon Rollins membership a catalyst to his blessed career. Mills has served as backhoe operator, crew
Consulting Program Manager, MTAS leader, assistant superintendent of streets, solid waste coordinator, assistant to the director,
sharon.rollins@tennessee.edu and in the director role for the last 12 years. Mills says, “I love to help people. With public
(865) 974-0411 works, one gets to help people. We get to make folks’ lives better, more comfortable,
healthier and more fun. What more could one want in a profession?”
TREASURER: Kenny Wiggins
Director, Public Works & Engineering, Alcoa The Tennessee Chapter has been very important to Mills through all of his service to
kwiggins@cityofalcoa-tn.gov APWA. What he knows about APWA and APWA membership came from his Chapter
(865) 380-4800 experiences. “I'm so thankful to have had the various mentors from my Chapter over the
years. Folks like A. C. Lock, Frank Kirk, Ed Archer, Judy Keller, Bob Freudenthal, John
WEST DIR: John Fox Calvert, Phil Pindzola, Mark Miller, Jack Marcellis, Mickey Sullivan and Bill Kilp helped
Operations Assistant, Collierville me through my development as a Public Works professional and as a contributing APWA
jfox@ci.collierville.tn.us member. I hope to always be known as a Tennessee Chapter member.”
(901) 457-2800
Mills believes APWA’s Strategic Plan for the organization is solid. The work of previous
MIDDLE DIR: Phillip Jones and current boards has led the organization through a major recession where membership
Operations Manager, Metro Nashville numbers held steady. The vision of the Board to manage expenses to offset fewer Congress
phillip.jones@nashville.gov attendees was a key strategy to protecting the health of the association. Mills likes the
(615) 533-2377 vision statement recently approved by the APWA Board, APWA – Vibrant Communities
Through Public Works. “To me this short statement captures the real purpose of our
UPPER CUMBERLAND DIR: Tracy Meggs association. It encompasses the soul of our profession because for society to be vibrant,
Civil Engineer, Cookeville public works professionals have already done their jobs,” Mills said.
tmeggs@cookeville-tn.org
(931) 520-5282 Mills believes that drawing focus to the Association’s three primary strategic priorities
is key to keeping the direction of the Association on target: 1) Advocacy of Public Works;
UPPER EAST DIR: Nicholas Bradshaw 2) Professional Development – Integrated and Comprehensive; and 3) Support and
Planning & Safety Coordinator, Knoxville Strengthening of Chapters. The majority of the Association’s 29,000 members never or
nbradshaw@knoxvilletn.gov rarely attend a PWX or Snow Conference event. They receive their support through their
(865) 215-6022 Chapter/Branch. “As President Elect, I see that we need to help with this effort. A strong
Chapter makes for a strong APWA.”
LOWER EAST DIR: Justin Holland
Administrator of Public Works, Chattanooga Mills has worked his way up in the Association. At the Chapter level, he has served
holland_j@chattanooga.gov as West Branch Director, on committees, as President Elect, President, Past President
(423) 643-6010; (423) 802-8422 cell followed by Chapter Delegate for 10 years. At the national level Mills has served on
several committees, task forces and on the Board. He has served as Region III Director
COUNCIL OF CHAPTERS DELEGATE: Calvin Clifton since 2011.
Mattern and Craig, Inc.
cdclifton@matternandcraig.com APWA President Elect is the natural next step. Mills is looking forward to being an
(423) 245-4970 ambassador for our profession. “I love what we get to do as a profession and in our
Association. I want to work with our Board of Directors to provide direction for the
COUNCIL OF CHAPTERS ALT.: Ronnie Hammonds Association and to continue being that positive voice, that supporter of education
Streets & Sanitation Manager, Kingsport opportunities for the public works professional.”
