Edward C. Archer Young Public Works Leader of the Year Award
Britt Elmore, Civil Engineer, City of Chattanooga
This year’s, Edward C. Archer Young Public Works Leader of the Year Award is Britt
Elmore of the City of Chattanooga. Elmore meets and exceeds the award standards and
was nominated by three different individuals. Since graduating in 2013, he has been
active in APWA, helping to make last year’s convention a shining success, energizing
the Young Professional’s Committee as well as leading his city to being the first City in
Tennessee to obtain APWA Accreditation status.

L to R: Brace, Bradshaw, Ely and Weth This year’s Roger Clark Recipient is Calvin Clifton, Mattern and Craig. He serves
as a prime example for this award exhibiting dedication to our profession and service
to our organization. He has served TCAPWA for many years and has been a constant
presence and leader for over 10 years. Clifton first served as the Lower East Branch
Director, transferring to the Upper East Branch Director, then served a rotation through
the Section Leadership as well as serving the past six years as our Delegate to National.
Throughout this time he has served diligently on the Advocacy Committee for APWA
representing those issues that shape our profession.
Frank Kirk Meritorious Service Award
Klair Kimmey, Publisher, Tennessee Public Works Magazine
The Frank Kirk Meritorious service award recipient is Klair Kimmey, Publisher
of Tennessee Public Works Magazine. She stepped into fairly large shoes within the
organization a few years back and has not only filled them, but has elevated the
organization and specifically the Tennessee Public Works Magazine to a point of
tremendous pride for our Chapter across the entire APWA organization. She attends
many TCAPWA functions and is a key contributor to our success.
TCAPWA Project of the Year
City of Knoxville Public Service Center
This year’s recipient of the TCAPWA Project of the Year is the The City of Knoxville’s
Public Works Service Center. This project represents an $11.5 million dollar investment
that consolidates the Engineering and Public Services divisions of the City under one
roof conveniently located for the customers that they serve. The facility was awarded the
LEED Silver Designation by utilizing LEED principles such as Geothermal HVAC that
is estimated to save as much as 30 percent of energy cost, permeable pavers and a green
roof for water quality. Additionally, the facility has full emergency backup. The goal of
the facility is to control facility costs while improving production through more efficient
operations and providing their customers a much better service experience. David
Brace, Senior Director of Public Works,
was quoted as saying, “Ultimately, we
want this building to provide convenient
access to patrons seeking city services…
We’ve also worked hard to make the
facility environmentally responsible
and to maximize functionality for high
work performance of the facility’s 325
employees.”
