Steve Bostic, P.E., is Chief Engineer and Discipline Lead at LDA Engineering. He joined LDA Engineering in 1988 after serving as
chief engineer for the Johnson City Water and Sewer Department. He has extensive engineering expertise in water and wastewater
solutions for publicly-owned utilities.
Shannon Carey is a freelance writer and editor and owns The Plucky Pen, her Knoxville-based media business. She has 12 years of
experience in journalism with publications like Shopper-News, The Knoxville Mercury, and The Slippery Rock Gazette. Most recently,
she is writing for local news website KnoxTNToday.com. She holds a BA in Writing/Communications from Maryville College.
Houston Daugherty, P.E. is Senior Vice-President and directs Business Development for Cannon & Cannon, Inc., based in
Knoxville. His 26-year career spans service in both the public and private sectors and includes time as City Engineer, Sales Engineer in
site construction products industry and a consulting engineer. He understands the challenges and perspectives of the many varieties
of stakeholders.
Wain Gaskins, P.E. is the Director of West Tennessee Operations for Cannon & Cannon, Inc., based in Memphis. His 40-year career
has been in both the public and private sectors. As a former Memphis City Engineer, Wain understands the complexities of funding
transportation projects and operations and has been working on revenue enhancement strategies to keep pace with the service
demands.
Klair Kimmey is Publisher of Tennessee Public Works Magazine. She earned a BFA from the University of Tennessee. After a
successful corporate career, she has for the past 17 years managed her own design firm, K. Kimmey Design.
With his entire career of more than 20 years built at the Germantown Public Works Department, Bo Mills is currently the Director
of Public Services with the City of Germantown. Mills has been an APWA member since 1989 and currently serves as Past-President
of APWA.
Rocky Robinson has over 14 years of service with Metro Nashville Public Works. He is responsible for representing Public Works
on all Fleet purchases, specifications, and fuel inquiries. Robinson is also responsible for all operations coordination activities of
which include emergency management, safety, and accreditation, and is currently the department’s Accreditation manager. Robinson
serves as the Website Committee Chair for the TCAPWA.
